During FanFest when they announced the split, they had mentioned looking at common languages the community prefers.
I'd also assume they don't want to officially state something similar to the "RP-server designation" excuses: If they officially declare one server to be German/French etc, they don't want to open players who don't speak German/French to be ostracized or harassed or have people think they can send reports about them not speaking the language.


Right, that makes sense. Creating new German and French servers would fix that problem, but I'm not sure if enough people would want to switch at this point.
