Why not both? They could if they wanted to.
If they added more customization options for existing races I might actually use the other free fantasia I got during ARR. First one was used just to re-do my tail. I'd like to see more face, tail, ear options atleast.
Though I'll probably only make an alt to see Viera customization options it would be nice if they had a ears down option for them like Lops.
One can argue that the new races come with new models.

I think the current races could really use some more features and that would be a good middle ground and compromise for people wanting more character customization options. I get that having sliders or body drastic changes is not possible, but they wouldn't need to change a whole lot of features nor animations or textures. Just create a new base for faces like they do with specific npcs. Perhaps a new eye or mouth shape if these aren't too hard...
I believe that at least two more face options for each race would make a huge difference and bring more diversity to the game, much like adding new hairstyles do. Of course, a hairstyle is much easier than a face for each race (one for each clan), but still, it's not a sophisticated and impossible request, at least imo.




I wish we would at least get more face paints and tattoos.
We got new face paints twice in ARR, but since then nothing was added anymore, only hairstyles.


They said they don't want to make any new races and adding a different body type to an existing race would require pretty much the same level of modelling work as adding a new race.
The issue is that each piece of gear added to the game needs to be adapted to fit every different model/skeleton type. That means that each race and each gender of each races requires separate work. If you add one race with two genders your increasing the workload for every item by two. It makes it harder and harder to add new items.
This is the reason they aren't promising adding the other genders of the new races yet. They need to figure out how they will manage the additional workload. Beyond that, I seriously doubt we will see any new model types for playable characters for the same reason. They are close to the limit of what they can manage at the moment and adding more will just mean we get less for what we already have.
New face and options for the existing customisations might be a thing that could happen though.
I would LOVE to have Cid's face as an option... or at least his hair/facial hair?
The other thing I'm really hoping for is that Hrothgar "fur" is more tied to hair instead of skin, so I can change my color at the aesthetician. A dream I'm sure, but I've still got my fingers crossed ;p

As it is now, ARR faces are going to look very plain next to viera, which look more detailed. It'll look like next gen characters walking among ps3 characters. I'm actually hoping for a low-key update that'll make everything look better--character creator most of all. More sliders, eyebrows, tattoos, and just little details. As long as they don't start making us look pudding-faced like Lyse, Alma, and Ramza.... Something about that style just doesn't go with XIV to me.
Sadly they were asked this before at past FF events. Where they responded with "But people like them the way they are now, if we changed them, no one would like them anymore." Which is flimsy if not just elusive with a side of smug.
