    Battle skills made your accuracy differ from mine; that's not necessarily what (I think) the OP was going for. Everyone could continue to have equal accuracy, but it could be less than 99.9%

    1) What WS costs 3k tp? What combo takes 3k? And it's not like building TP takes long anyway.

    2) I don't think the OP wants 50% accuracy or anything, but right now accuracy on melee jobs seems almost 100% when under the effect of Strength in Numbers (or even Comradery, depending on what you're fighting).

    3)Missing isn't necessarily "striking the air beside the target." Maybe your sword slips just a little and you hit with the flat instead of the edge? It's makes sense--to me, anyway.
