I think that change came with 1.20, they basically made soloing annoying as hell and full party a cakewalk. What they should do (imho) is increase hit accuracy for solo and decrease it for full parties, so that accuracy accessories are actually of some use. As it stands now, they are useless since even with 4 acc rings equipped i miss like crazy soloing and don't need even one in a full party.
