Well since "Battle Skill" doesnt exist in FFXIV as it did in XI, it might be harder to implement in the sense of battle mechanics code. Though the base accuracy on weapons might be a factor as well to make up for the absense of the "skill". As far as I remember, no weapon in XI had a base "accuracy" stat (added stats don't count), though some did miss more than others (Dark Knights I'm lookin' at you....)
