They want you to attempt Savage with the 10% nerf. Upgrade items are infinite from there - including the weapon upgrade. Seiryu EX are decent weapons still and no turn-in for the mount yet as they desperately try to keep it relevant.

3 or so months left, they'll probably slowly uncap the rest later. Perhaps the last patch which is just "various adjustments." Tomes are still only for un-upgraded gear and is still locked so Orbonne gear is still locked and having the coin unlocked would remove a Savage incentive. Crafted gear, etc.

People hate Eureka but you can get tome quality gear without the weekly lock from there, too if you do the work. Elemental gear is up to 390 but quite a lot of grind if you haven't touched it at all. I thought they would have nerfed Pagos again by now but nope.

They open Savage first because they know not a lot of people will do it, slowing gear farming than if they just opened up Orbonne and the floodgates.

If you're talking about the dip to upgrade weapons, that's not what I was referring to. I was talking about the 4 crystalloids you need from normal mode to trade for the Military-grade Tomestone to GET the un-upgraded i390 weapon.
I can understand keeping the limit on upgrade items (the weekly coin from Monestary), since that results in i400 gear, same as Savage. But to still have gates on the 390 stuff (aside from the now doubled tome limit) this late in the tier is just ridiculous.

It's somewhat to keep Seiryu EX relevant. (free season weapons - adding a easy to get 390 weapon would reduce incentive) If you check the ending of Heavensward, they removed the gear (equivalent to the crystalloids) the same way. I personally am neutral about it, since that is the only thing keeping normal from dying off completely I see why they did it. At least they dropped the number from 7 to 4 way early this time. The military grade tome also drops from O10s as the full thing. Going by the timeline here this is about 2-3 weeks away unless they are stretching this to 4.58 which would add about another month.

The weekly limitation on Alexandrian Gears received upon completing Alexander - The Soul of the Creator has been removed.
The number of Alexandrian Gears required in exchange for Micro Tomestones has been reduced from seven to four.
Dun Scaith has been adjusted as follows:

The weekly restrictions on rewards obtained from coffers has been removed.
The weekly restriction on obtaining Mhachi Shillings has been removed.
Players can now exchange a Mhachi Farthing, Mhachi Penny, and Mhachi Shilling for a Deepest Gobdip by speaking with Bertana in Idyllshire (X:5.8 Y:5.2).
