What am i doing wrong? A MNK low output.

I have been playing for a while now, almost 2 years give and take, and i have always being really into savage and other raid content, which has lead me to a terrible conclusion after seeing what other monks do.

I have extremely low dps, for some reason (either my rotation is bad, or i dont know the fight well enough to push more dps, etc) i keep being on the low, looooowwww end of the spectrum and it bugs me, since i really dont play any other class, nor do i want to. I want to do well as a Monk, i have pour my soul into this class and its a quite disheartening that no matter how much i practice monk i cant seem to improve. For example, according to others since i am on ps4, my dps for O9s (pre-patch)was on the low end of 6k.
Now to be perfectly clear having low dps has not stopped me from clearing raids, its a personal goal to keep improving and "master" the class as much as i can, i hope that this is not the best i can do. But enough rambling any help from any Monk, or anyone actually, is greatly appreciated.

Im currently iLvl 392, 390 wep (sadly i havent got to even try SeiryuEx, so no wep or relic since it actually seem to be a bit journey). a couple of 380 pieces. and well any other info you may need is in my character profile. Thanks in advance.

It'd help possibly point out what's being done wrong to know what you're currently doing. How you start, at what rate you (re-)apply (de-)buffs, and so on.

It's probably far from optimal, but what I end up doing looks generally like...
    - Fist of Wind, full chakra bar.
    - Shoulder Tackle from behind, Perfect Balance, Demolish, Riddle of Wind re-tackle while moving to the flank, Snap Punch, Twin Snakes, Dragon Kick, Riddle of Fire, Bootshine, Internal Release opener
    - Follow immediately with Forbidden Chakra, GCD, Brotherhood, GCD, Diversion in Ex content but otherwise Elixir Field, GCD, Steel Peak, GCD, Howling Fist, GCD, while putting a priority on any earned Forbidden Chakra that pop.
    - Prioritize Dragon Kick / Twin Snakes / Demolish only if their respective (de-)buffs are at 6s or less upon hitting their usable forms.

That's just me. Better MNK will probably correct me on a few points, but I still generally hit top two in the charts for any 8-man or more content, so it's stable enough.

Just remember that constantly reapplying (de-)buffs and skipping the higher damage counterparts to each form is wasteful. Especially in Demolish's case; just like healers falsely assume the heal over time makes re-casting spells like Medica II over and over better without letting the timers expire, reapplying DoTs before a certain point costs you output.

I see, however i have a question why not use Tornado kick? also why PB at the start? wouldnt it be better after you use TK and GCD, so you can use 2 TK at the opener and still have 3 Gl stacks? and why not double weave, BH and IR, then GCD then FC, so you can have IR, RoF for FC and are losing minimal chakra stacks? I am of course assuming this is for the opener, otherwise i would like to try this rotation.

For demo is 6 sec? that would mean you are losing 2 ticks, or just 1? I am guessing is better than letting it fall of even if you are in the middle of reaplying it.

If you have logs of yourself (or can get them - you'll have to get a friend to upload since you're PS4), you could try the xivanalysis tool - that should point out any glaring mistakes in your rotation. You could also find your way to The Balance discord and ask in the MNK channel if someone could look over your logs and tell you where you can improve. The general channels there are full of memes, but the job-specific theorycraft is solid.

I won't weigh in on rotation/optimization on MNK as I dont have experience as one. However, getting a Seiryu EX weapon at this point should be quite easy for you if you're willing to invest a little bit of time on the party finder. Groups are regularly doing clears and farms at this point and you should be able to get into some of those.

Also, now that the weekly tome cap was raised, you should be able to replace some 380 pieces with 390. Coupling that with Orbonne Monestary and/or doing all the Stormblood 24 mans you could get more than enough 390 gear as well as the items to upgrade the tomegear to 400.

While all of this won't contribute to the perfection of your job (which is what your interest is), it would help increasing your numbers a bit though.

You should try to learn the tornado kick rotation. That’s basically what advanced monks are doing to optimize damage. Here’s a 10 minute video that goes into explaining how it works starting with the double tornado kick opener.

    https://youtu.be/UAYCz_aZ8JU

Basically you leverage lining up riddle of wind and perfect balance usage to dish out tornado kicks at the end of every personal buff window (Internal release and RoF + Brotherhood).

Someone already posted but that tornado kick opener is good stuff after that you just need to keep the GCDs rolling and all your stuff up and doing your little burst period when riddle of fire is up.
