This isn't the sort of thing that companies would outsource to an art contest for fans.

They do their occasional contests to design one costume, or one piece of furniture, that will go into the game alongside many others - but designing an entire race is on a completely different level to that.

I honestly think the path of least resistance would be to go with the adult, beefy-Elezen looking male Viera designs from The Concept Art™. It's cohesive with the female design, many people have been exposed to it for years, it's a design they already have and might need to invest less work in. Will it please everyone? No, of course not, but then nothing ever will. Even a contest will show many different approaches, some of which will be shunned and rejected, or abandoned due to implementation difficulties (which is another reason why going with something similar to the females, which they already managed to implement, makes sense).

Option 3 is they do the math and decide it isn't worth the resources to implement.
