I'm on Omega myself (welcome!) and we still have tons of small houses, in all areas, and they will all cost you less than 4 million. I appreciate it might not be what you wanted right now, but in most cases you'd need a small before you could buy a medium/large anyway (due to relocation bypassing the timer and without a house already you're unlikely to win in buying a medium/large).
