It's time to add restrictions for sub-role dps in party

If you are not agree, then sub-role dps is not as important as healer and tank, and so ranged dps shouldn't had the priority to get another job over the healers.

i've read a lot of crazy things this weekend during the fanfest, but this is craziest, farthest reaching attempt to justify having another healer that I have ever read.
