Revert your NVidia drivers to last march, 2018. It's a driver problem. I have similiar issues with any driver past that date with my 1080ti and 1070. Either NVidia has made their drivers incompatible with XIV or SE has done something to make the game incompatible.

For me it only seems to happen with I play in 4k mode with the newer drivers.
