Been on Mal since ARR and never had an issue with this till now. Friends unable to create here. Is that normal? When does it lift (based on congestion/time of day?)

It is a preferred server with the EXP buff as incentive to get people to go there but it is closed. Actually all 3 preferred Primal servers are closed.
