It doesn't say they're rare, it says they shy away from contact with others. An interesting tidbit I didn't see in the lore book, though I could've just missed it.
Either way, male Miqo'te are still playable, and there're quite a few NPCs of theirs too, so...
I think people are just lumping miqo'te with their FF11 self. I'm not finding anything that says their rare.
Low male birthrate is mentioned on their naming convention page in the lore forum
Though there are ten suffixes listed above, rarely do even the largest Keeper of the Moon families have more than two or three sons. This is not by choice. Nature merely sees to it that more females are born to this race.
Now I do remember seeing this.
Though this is just for moon keepers not male miqo'te as a whole.
There can still be quite a bit of moon miqo'te males running around though just because one family only has like 2 to 1 males.
