SE will do what SE do so saying its a waste is down to SE alone to decide if it actually is worthwhile
Here's the thing, roebros have big, wide, soft rectangle bodies with very long arms and short legs. They basically look like gorillas. That's not the most appealing shape in the world (I'll come back to this later). HROTHGAR have buff men proportions. Inverted triangle strong guy body shape, normal proportioned arms and legs. Like yoshi said they're gonna look better in gear than the legit "meat wall" roebros.
That being said roebros are not really that unpopular. Least played male race with 4 times more cat bois played than them ... Ok. But they're only 4k behind male elezen and roebros are played more than both female elezen and femroe ( not that far from both combined). And compare them to femroe who are out played over 17 times more by cat girls and yeah, its clear that male toons have a much more even spread than females. So if you wanna depart from reg human body you're far better off doing it with a male of a race.
As for why HROTHGAR over male Viera, not only do they add something to the gqme but they stand out. Male viera would just be yet another slim handsom race which is covered by like 3 or 4 races. I truly don't think they'd be that popular amoung people who play male toons. HROTHGAR actually have many features that can draw in people who want a big race or a beastly race or a furry race but weren't happy with their options. Lots of people I see wanting to convert are cat bois, some are scaly bois and roebros.
As for female hrothgar We know that by any logic they would have to basically be femroe with animal heads given how extreme the guys are. I say this because when making femroe they normalized our proportions to look like big strong humans because no ones gonna play a gorilla (roebro) with boobs.

BLU hardly counts as they didn't need to worry about balancing it with the other jobs since its was made to be a limited job.

Tis why when they didn't get it many people felt comfy calling Yoshi sexist (as if he made Viera to be eye candy to straight men instead of looking at the fact that people who PLAY females in this game clearly prefer attractive/ cute females over the likes of Femroe and Elezen) and homophobic (cause clearly he most hate gays if he didn't make some eye candy boi for gay men....). They have since self policed that out for the most part from what I can see but it's clearly the driving motivation.
Everyone knows Female Hrothgar would be FemRoe v2 so not many of those people care outside of using "fairness" as a means to offer support and cover up the reason they want Male Viera.

Even the proViera share the same opinion like you, to accuse Yoshida and the dev team being sexist or homophobic is wrong on every level, that creating new races is a lot of work and takes up resources. But you guys are just keep ignoring that and bring those things constantly up. No wonder all these threads are highly active.
