Mammals have a number of breasts that's based on the average offpsring they have per gestation period. Humans usually have 1, sometimes 2 kids per gestation period, hence the 2 breasts (Don't mind that we have them all the time, instead of growing them during pregnancy like other species).
Housecats have 6. The average number of kittens on a litter is 3.
This applies roughly across species.


So it's not like "since they have cat characteristics they MUST have multiple breasts, but rather that would be decided by average descendants per gestational period.
So, female Hrothgar with two breasts can be easily explained by them having about the same number of children per gestation cycle as humans.
I bet that same logic applies to why all the other races have 2 breasts, too.
