Not really. They had time to create 1 new race. But they wanted to create 2 new races that people had been asking for (a beast race and Viera). Since they only had time for 1, they decided on doing the male Hrothgar and then had to decide to do either female Hrothgar or female Viera. They chose to do female Viera, likely because of the raid content and it's more popular.

So we actually got the equivalent of a full race.

We have limited equipment. Those new races won't even display many helmets within the game.
Yes and no. It's called tradeoffs. In exchange for not seeing helmet headgear, the new races have several unique heads to choose from and other additional options they haven't detailed yet.

We have limited fields. No night time. No weather. Or maybe there will be some crazy weather effects; haven't shown it to us though.
This one is utter BS, sorry for being blunt. For one, they have unique weather in the "always day" mode, and then during the story we will "unlock" night, so there's nothing limited about day/night or weather at all.

It seems the Garlean story line is getting shelved... does that too count as limited?
Obviously we will be able to go back and forth between the worlds, so there's nothing indicating they are dropping the Garlemald storyline. Depending on the outcome of the war, they may even be resolving it.
