It's a less a matter of "Was it sufficient?" than "Which would have been more lucrative for story?"
Personally, I'd have to sided with taking our time on the two distinct areas, rather than leaving them mostly shallow, given how small our budget apparently is.

I guess we are in for a Limited Budget Works.
Nevertheless though, it's the poor excuses being used to cover for these obvious poor decisions that are more troubling. And unfortunately there are some people who:

As for me, I'm not interested in Shadowbringers or subbing unless BLU is made into a proper job.
The thing is people have come up with decent solutions to various problems that would satisfy everyone (from Eureka to BLU, etc.) but it seems like they're all for naught, so it shouldn't be surprising if people are upset that the feedback is ignored.
And you're trying to pass of the OP's points as "legitimate"? Please, he's just venting for things he doesn't like and the story direction that he wishes were going forward. I'm okay with the races, limited jobs and story direction. The rest are just gripes about things he doesn't know anything about. If they can compensate for the Viera and Hrothgar having less head armor choices, I'll consider them more than adequate. I couldn't care less if they are gender locked. Pity for the people that do care a lot about that though.
You're going to stay disappointed then. BLU is not going to magically become a standard job. And, shockingly, not everyone minds BLU being a limited job. As for the Eureka-like content, as long as they learned from the mistakes in the first iterations and the implementation of the public dungeons, I can see the 5.x version coming out to a much more positive reception. Especially if they decide to introduce the cooler features like the Logo Actions in the first area.

They haven't thrown anybody any scraps. They've made some design decision that they felt would suit the community the best with the resources they have available. Sorry if that doesn't please a particular segment of the community. The same can be said when talking about the lack of a healer role this xpac.

Warrior of Light, has no more fights to fight, so he has to become WoD, that's kind of limited.
you get an entire expansion, with 2 new jobs, and 2 new races, that's scraps?
but gender lock, and no healer, just invalidates everything else?
I'm more concerned it's all just cosmetic changes from every other expansion.
Well they are doing "maintenence" on the combat jobs, and lv cap->80, so for people who are upset about no new healer, at least you have 3 reworked healers, with new skills, to level up (i'm not really expecting much from the "maintenence" though)
But it's always easier to complain about what you don't have, than what you have, i know; and once you have it, it's not that great anymore, then we strive for the next new thing, which turned out to not be exactly what we hoped for.

And no I'm not trying to pass it as legitimate, I'm addressing what some people are doing to the actual argumentation and are dismissing it because apparently "If it's fine for me, it's fine for everybody!" is the mentality, as you just demonstrated.
I'm very much aware of the current BLU situation, which is I why AM unsubbed and I did not pre-order Shadowbringers and I plan to remain so because I do have an issue on principle with ICONIC JOBS being butchered for the sake of cheap content.
I would not stand it for other jobs too, and guess what, there have been multiple suggestions that would eliminate the grand majority of issues, which includes not getting rid of this "limited job", but also allowing those who want BLU to be able to main it like all the others.
It's funny though how you are doing exactly what I said those SPECIFIC people were doing. Which was the point of my post.

That's why I try hard to empathize with people who are disappointed with certain decisions and making it clear that I have a bias in that I don't really care much for the races. And then we have things like healers refusing to queue out of spite for a lack of a new healer and other tactics which makes it harder to care when it makes people come off as petulant children. And I'm not saying you or the OP are acting like kids, but the general outcry gives me the wrong impression. The rest are things we generally disagree about, though in areas like the races I do feel bad that people didn't get a chance of playing as a male Viera or Female Hrothgar. It's the overreaction and pettiness that really sours my mood.

I understand what people mean with the "overreaction", but thus far just reading it was a minority on both camps using "sexism" and "toxicity" for their argumentation, which is not a good stance, especially when followed by plenty ad hominems. But those people discredit themselves.
Those who hold something dear to them and see it being shattered into pieces, there is not much else to do other than accepting it in defeatism or protest.
On a personal level, I cannot stand to see BLU like this, and it sapped my will to play greatly, knowing that it's useless at the moment and after reading the interviews, the job will forever have its handicaps and will never allow me to do the story, current content, etc. I would not like to see other people go through it either because of other jobs being treated like this.
So I'm more than content in leaving to protest, and support people's call for revisiting the "limited job" system or doing away with it, if I can, so that I may enjoy the game by playing BLU.
In regards to Shadowbringers, I'm just not impressed, which makes me leaving even easier.
