They were counted most likely in determining the original merge plan (which they made to try and balance the time zones and likely took into account inactive players then since they are not idiots), but the cap is entirely determined by active players.
What is your vendetta against inactive players? Clearly they have no affect on your ability to transfer servers since the cap is active players only.
All players have to be accounted for, inactive or active. If all inactive players came back they have to be accounted for. The cap ur are talking about I can bet is different based on how many inactive account/characters are on each server. So each server has a different cap (available spaces for active players) Thus inactive players accounts or whatever you want to call them do affect.Who said they don't matter. You know because all the hundreds of thousands of players who have quit the game are clearly figured into the cap when the active population is only in the tens of thousands. Because that is obviously how they would do it.
You know even though they explicitly stated that inactive accounts were calculated when planning the merge (to whatever degree) but are not figured into the cap of active players allowed per server.

kk you keep going on about active players when where mainly talking about inactive character on active accounts that take a spot on a server that should be reserved for another active character IMO inactive character should not alot to to be moved yet since in no way are they being used or payed for all they do as of right now is take up a spot on a server that could be used for an active player maybe a week later once ppl have moved there mains to there desired server and things have balanced out then allow the inactive character to move and another idea is inactive character should not be allowed to transfer till they become active again the fact that we get to tranfer for free is nice but there should be a limit to what you can move .Who said they don't matter. What he is saying is true. GO read some of the other threads. Others have figured this out also. Calling people names, calling someone a liar. Just not cool. Do everyone a favor and disappear.

In fact, it's not normal that inactives players can choose a server....maybe an error in programming the application
