I think "beastmen" in regards to dwarves is more a presentation shorthand for factional groups than any in-world reasoning. Same reason stuff that isn't primals gets called primals, because it's a content type.

His list was a sarcastic attempted jab at people citing the FFXIV Lore available to explain why Male Veira wouldn't be a playable gender option.
Since "ACCORDING TO THE LORE" almost all of what was listed in OP is true.
Hrothgar being called Ronso on the First I think is just a nod to the Hrothgar being INSPIRED BY Ronso, but unlike Viera, aren't actually Ronso. A nod to their inspiration while giving them a new name on the main world since they're going to be deviating more from Ronso than Viera are from XII Viera. (Not saying XIV viera are 100% the same but clealry closer.)



Eh? The Hrothgar aren't carbon copies of the Ronso. They obviously draw some inspiration from them (insofar as they are people-cats and, with the right options, can emulate one pretty well) but the similarities end there. They have radically different societies based on what we know, and their physiques don't appear to be quite the same, with Hrothgar being more stockier than the athletic Ronso.
What I said was "... if... what they wanted to do was have the Hrothgar be carbon copies of the Ronso...", not that they were. There are some significant differences, and even if the Hrothgar on the First are called Ronso, that's no indication of anything other than them being called Ronso on the First. (Do the Dwarves greet everyone - or anyone - with a good ol' "Lali-ho!"?)
On the other hand... I can't see one thing different about the Viera other than the universe. Not one single thing. They have the same clans, hail from the same area of the same region, have the same social structure and culture... really, other than maybe being more forgiving toward those who leave the Golmore Jungle, I don't see any significant differences between them...

If they released only Viera: "It's just like Au'ra, a Hyur with bunny ears! They should have learned from the past!."
If they released only Hrothgar: "Seriously!? Where's our Viera!? We've been asking for ages!."
If they try and release both with both genders: Yoshi-P dies. Actually though. I am very concerned for his health.
And we all know how the two races but only one gender went.
Moral of this story, no matter what they would do people are going to complain.
I personally think they should have left Hrothgar alone, went Viera and just ate the criticism about having another human looking race.
When you have lag, every action is an adventure.

Just so we are clear, the decision for adding the Viera into the game was done BEFORE Fran appeared and the Dramaturge started mouthing off before their lore.



The plans were finalized back in 4.1.
Regardless of when it was decided for certain, the fact of the matter is that Viera were only implemented due to persistent fan demand. From what I understand, if the devs had it their way they would only have gone with the Hrothgar.
