I've never played FFXIII myself, so I'm unsure of some of the specifics regarding those folks, but you aren't the first person I've heard bring them up.

As for viable? Most anything and everything is possible in FFXIV's theme park setting. There's few qualms about adapting old Final Fantasy things into something else in XIV's world!
