To be fair, it's not unthinkable that they did promise it but went back on it. There are several things they said about the housing system, for instance, that they absolutely went back on, that people have quoted in their signatures.
And I agree with rachcouture, they might not have made any promises but to introduce genderlocks after being the ones to undo XI and 1.0's? Saying they made no promises is hollow.
Would you prefer me to specifically say "people who want female Hrothgar and male Viera" or "people in this thread" instead?
It's mostly because if we say they promised, or they can't do something they haven't done since 1.0 (which to be fair was Tanaka's team), then SE might choose to never talk about this controversy until they know they will have the time and resources to work on them. Why bother saying anything if there's a certain group of players who will say "yeah but you promised/set a precedent!"
It's perfectly fine to be disappointed, of course and criticise them for releasing one gender of two races. I just feel saying they promised or can't do something is... selfish?

Alright, I’ve been monitoring this thread and a few others for a few days now and figured I would finally make an account here to just say a few things. I know I am going to have someone get upset or claim I am a troll, but I’m neither trying to upset you or be trollish.
That said I’ve been playing FFXIV since launch and played FFXI for almost as long as I have played FFXIV. During launch of XIV, I was excited to jump right in after wondering around in XI… but quickly discovered no male Miqo'te. I honestly don’t remember people complaining as hard as people over no male Viera, but people seem to think that was the case. I was happy that once the game became a world reborn that we got male Miqo'te, but yet again, I don’t remember any sort of “Promise” to never have gender locked races.
I get you guys really want it, but there are some hard facts that I honestly don’t think you will get it. The main one being is that there isn’t a male Mithra in FFXI. I do remember quite a few forum posts and letter to the devs and petitions to add Mithra and guess what, they still don’t have them till this day. The sad part is, is that I remember there being a male Mithra NPC in the game. Other facts are, while yes, SE can change lore for an ongoing MMO, I seriously doubt the same can be said about races from a completely different Final Fantasy that is being added to the game. I feel like I can say that they are working with the director from FFXII to even add Viera in the first place, maybe he’s also the reason why we don’t have male Viera in XIV. At best, I could see maybe female Harthgar, because I believe this race is made in XIV (I could be wrong) but then people would complain again on no Viera.
Another big sign that I doubt this will happen is that so many of you have so many different varieties of how you want to see Viera that even if they did add them, SOMEONE would be pissed and want it remade. Why would SE willingly stand on that land mine? I’ve seen things from short lala sized to tall elezen. What if they were just Hyur sized but had Highlander style bodies? Or maybe even Fem Roegadyn style bodies? They wouldn’t be able to please everyone, and it would just equal yet another maybe even larger backlash.
Feel free to pick at anything I have said, again, I am not trying to troll, just looking at things from different angles.

But they're not, they'll be creating the lore for that race within the context of XIV. Correct me if I'm mistaken, but aren't there already some changes to the Viera lore compared to XII?I seriously doubt the same can be said about races from a completely different Final Fantasy that is being added to the game.
And let's not forget that different versions of lore for the same races exist within XIV itself. In the First, Miqo'te replaced Lalafell as the capitalist race, while Lalafell were demoted to an outright beast tribe.
Now, you can say, and you'll be right, that those races are already XIV "natives" regardless of what they're based on so they can go nuts with the lore - but then I'll point you back to the first point. This is XIV, and this is XIV lore.

They're based on Ronso and are even called that in the FirstAt best, I could see maybe female Harthgar, because I believe this race is made in XIV (I could be wrong)

And Viera aren't even called that in the first. I feel like they'd have spared themselves this trap by calling Viera "Viis" in the Source, thus making them 'XIV' natives, while their First counterparts would've been what they were based on.
To be fair, most of those things existed within official concept art. But you can easily say people are upset they didn't add Feol Viera - still added the females.I’ve seen things from short lala sized to tall elezen.
Also the consensus here is mostly that people just want them added, what they look like is secondary (with a very likely scenario they'll look like That Concept Art™)
Another point is that they knew there'd be backlash due to the genderlocks, but they went along with this option anyway. SE knows to stand their ground and go through with a decision when they want to. And I think backlash over "I wish they looked different" would be far lesser than what's going on now, given that so many people who don't care for male Viera in particular are upset over the genderlocking.

It was around and it didn't have as much traction as this thread generally because the game wasn't as successful at that point as opposed to now. There were also a myriad of other issues that had to be addressed, but it was certainly around.

Highly doubt that this should be a reason to not implement the missing Viera counterpart because with the character creator they can define their character height and muscle mass and think for those that have been waiting for so long any male Viera would be great for them, as long as it match the female in appearance and age.
Usually players that choose FFXIV MMO means that at the start they enjoy or appreciate in it's majority the game's design concept and at this point after 5 years of MMO and all the different content that has been introduced there is no way players will be that impressed with the new SE content, except for content that have the participation of new invited artists that created different games environments.
What am trying to say is that whatever SE delivers players trust to be good and like in the past will enjoy no matter if it doesn't match X or Y expectation the good is that exists as an answer to the previous player/fan base request for years.
