I agree that the implementation of the lore as I've understood it doesn't make sense with no characters of the types you describe able to be seen in the settlement if they're injured, elderly, or disabled, and that it's odd we never see them about the Greatwood. But this also can be something explained outside the game with "the character models don't exist, so you won't see them"

This could be the same argument that you could apply to things like, if the Domans came to Revenant's Toll after the Garleans took over, why are there no Au Ra or Lupin there? Simple answer, they didn't have the character models yet, or didn't want to show them off. Same with Hrothgar, they come from Ilsabard, so why have we not seen any in the ranks of the Garlean Empire? We know they incorporate conquered people into their empire after the Stormblood expansion, so it would make sense that we should have seen them in the Garlean military this entire time, but we don't, again because the character models weren't created yet.

Not the most satisfying explanation, but it would be the most likely if my understanding is correct.
