I think that then they could simply hire more QA testers when they get resources, If its this problem then it dosent makesense one of the statments of the letter sayign that this cant be fixed by throwing monyey at it, because thats the exact solution to a lack of QA testing

QA testing still takes time, it's not something that you can rush out or artificially speed up with say ten or twenty more people. I believe they must individually test each emote, gear, item, interaction and cut scene in the game and then account for newer cutscenes gears and interactions.

I would think it isn't logistically feasible with both their workforce and the current state of the games code to do so easily.

To be honest, I think that the fact that it's so very difficult to make a female Viera look masculine is a point in our argument. No matter how we try to adapt and become what we desire, we can't because our tools are lacking. Most 'adjust' male Viera's still look heavily feminine. It's something that square can't deny. Just like you can't make a feminine looking Hrothgar, they are masculine through and through.

I think taking Yoshi P's Live letter response on face value isn't actually the right thing to do. I think it was answered in the context of the Shadowbringers resource. That is to say that they couldn't add it while making Shadowbringers with the resource allocated for Shadowbringers. I dont deny that this is an issue, but I think the answer we got was very vague and open to interpretation.

I dont doubt they lacked the resource to make the counterparts for Shadowbringers launch or patches but that doesn't necessarily mean it is true of future patches or expansion. QA workload will go up and down depending on what they are doing in the game. At an expansion launch, i expect it is the highest, while for odd patches it is the lowest as there is less gear added, while in even patches it is probably between the two.

Yoshi P has mentioned a new graphics engine countless times through media interviews and fanfests. I suspect that if they were to create a new engine a lot of the current issues holding them back will be resolved. This is something they are going to have to do eventually, as each new job only ever increases the issue.

I also think, the Dev team, being acutely aware of the desire for Male Viera, will do their damndest to find a solution.

Also YP's point at ye cant through more money and people at all things to solve the issue is well a red herring. As arguably, more people in QA team, means more capacity for work and therefore resolves the issue. But thats neither here or there.
