I keep seeing that and I feel like people misunderstood what Yoshida said (not you specifically, generally). All four race-gender combinations were never an option, is what it looks like to me. That's a misunderstanding born out of us getting two "races" now.
We got one race - two genders, two clans per gender, which is likely what was the plan all along. When Yoshida said they were (likely) not going to release more races, he was likely setting up a semi surprise regarding Hrothgars - they're a new race but not in terms of development costs. But the core thing here is that when he was talking about resources, he was likely talking about moving forward - they wouldn't be able to long term support two full races added. So they thought they were doing us a favor by mix-and-matching, using this "last race" opportunity to give us as much variety as they could... in the process, once again, missing the mark on what a lot of players actually wanted with their requests.
People who asked for beastly races also wanted females.
People who asked for Viera also wanted the males.
And now, while this situation was born out of a lack of resources and good will, they very likely will be forced to give us at least one of the missing options if not both due to the outrage. It's somewhat poetic, if not for the fact this would probably murder gear designs moving forward, to make it easier on the rendering team.

It's not that they didn't have time to make both genders. They simply don't have the means to support anymore of these new bodies going forward with their current work flow and meet their release of content at the pace they're going at. It's not something that can be taken lightly, it permanently affects the work load moving forward.
But they're not forced to do anything. The "outrage" is a vocal minority and the vast majority of people who play this game are some level of apathetic to this so it's not going to hurt them to stay the course at all.
Assuming you're right - which is up in the air as neither of us have statistics - it's still a loud enough group, with news of this popping up in various game news sites, and is enough of an outrage that Yoshi P has already gone on record making statements regarding it.
If it really was as insignificant a reaction as a lot of people want to play it down as, we wouldn't have seen these things. Notice how many people dislike Eureka, are very loud about it, and there's none of that? Or even BLU, Yoshi's responses regarding it are much cooler in comparison. This entire thing, at the very least, made a dent.



You know, there was even less people asking for a race like Hrothgar, for content like eureka... Yet here they are, this "vocal minority" is a reality, yes, but not in this context, not in forums dedicated to feedback, you and the others like you who use the vocal minority as wild-card term to win arguments in the forums, have absolutely no idea of what you are talking about, use Google and search for "sample size".
And before you try to discredit me, I'll make you know that I'm a developer who also deals with feedback, budget and software architecture. The feedback form this thread as well as the petitions from non official communities and social media sites, have big relevance, you will rarely see so many customers asking for the very same thing, this amount of feedback over a single matter is not normal at all, so no, this is not vocal minority, this is what happens when a dev team makes a big mistake.
While I agree that FFXI and FFXIV races are just copies, they ain't the exact same tho even tho they are very similar.
Galka's in FFXI have tails while Roegadyn do not. Galka lore wise had no females due to how they reincarnate after death.
Tarutaru in FFXI had cute weird triangle-ish shaped noses and looked more like little munchkins living in the woods and they were also the most popular race because imo they were more cute especially with the JP audience. Lalafell look more like little elf children in FF14.
Elvaan/Elezen are just the elf race but I'm sure all their race had tanned skin in FF11 thats just how they were.
Mithra were only female because of how rare the males were lore wise and they also looked more feral from the wild as an amazonian tribal race compared to how Miqo'te look.
Humes/Hyur are just human race.
All the races from FFXI to FFXIV also have different names because they have slight differences, pretty sure they changed their names to make sure their lore isn't the same so they could do different things with them.
While the Viera seems to be the exact same race coming over from FFXII with the exact same name that is why I said it.





The creator of viera has come out and said he didnt give a "no males" order.
