We can sit here posting about how we knew were right, we knew this was going to happen, and blah blah blah, but that doesnt actually fix anything. I'm still stuck on @$%^ing Masamune with my four other friends trying to gtfo!
The problem currently is (per the majority of the community's less than intellectual requests) inactive players get factored into the server merge because god forbid people who don't actually play (or pay SE, which is what MMOs are all about) and may never come back don't get first dibs on a server. This clogs the entire system up and people who want to change servers can't because of all inactive players jamming up the intersections.
In otherwords, my five people from Masamune can't leave to Sargatanas because both worlds are full. Even though there are likely five people from Sargatanas who either A) want to leave and can't or B) Don't play the game and don't care.
Solution:
Raise/remove the capacity restriction temporarily for 48 hours. This would alleviate the current "traffic jam" that we are experiencing. People who are currently stuck (people who are active enough to take advantage of a 48hr window) will be able to situate themselves without the chaos of all servers are full so no one can move.
After the 48hr window, return the transfer to how it is now. As in, people on max worlds can move to lower pop worlds, but max worlds can no longer take new people.
After the 13th, proceed as normal. Max worlds are completely locked, and the stragglers can mix around the lower pop servers.
27th: Merge the servers, everyone should be happy.
It probably isn't the prettiest solution, but SE already changed the plan once, we can't expect them to do it again once its already in effect. (Regardless of the venomous feelings any given individual has towards what would of, or should've happened) The only thing we can do now, is try to find a way to make it work.
EDIT: Bolded the important part of my post, since I'm aware of how little people like reading lol
