Unfortunately, this error is a bit vague so it's difficult to tell exactly what is causing it. However, I do have a few suggestions.

First, you can try a clean boot. Simply open the task manager and select the 'Start up' tab. Disable everything here and restart the PC. This will make sure that no background processes are interfering with the game. When you play the game, make sure to have no other programs running, especially overlays (Geforce Experience, Discord overlay, etc.).

Open the Nvidia Control Panel and going to 'Manage 3D Settings'. From here, select 'Program Settings' and select Final Fantasy XIV. You should see an option to select the GPU. Make sure it's set to your dedicated graphics card (it may be set to 'Auto' by default).

Set compatibility mode to Windows 7 Right-click on the ffxivboot.exe file and select ‘Properties.’ Then select the ‘Compatibility’ tab and choose Windows 7.

If it helps make it less vague: Pretty much EVERY listed "Fatal DirectX Error" in these forums has happened to me, since I started playing the game. They've come and gone in severity/numbers but have never stopped.

I've done a clean boot before to no avail. I've just done the other two suggestions, and I'll update from there, but an update from yesterday:
I managed to get into the game, several times! On DirectX 9. That said, before long the game would freeze up, but only visually. The audio would keep going, and to some degree I could hit buttons, move, head sound effects from the menu. If I opened task manager from there it would sometimes knock it out of it, but eventually it would do it, and go black/stop allowing input and I would have to exit entirely. No fatal directx pop-ups but clearly not ideal gameplay, lol.
