Veteran healers don't care if we need to heal, but right now we don't. We want interesting things to do during the downtime other than a 30s dot and a single filler spell that hasn't changed from lvl 4 to lvl 90.
Dead DPS do no DPS. Raised DPS do 25/50% lower DPS. Do the mechanics and don't stand in bad stuff.
Other games expect basic competence, FFXIV is pleasantly surprised by it. Other games have toxic elitism. FFXIV has toxic casualism.[/LIST]
Just make it so you roll can complete even after you've left the instance. Roll on the stuff you want, then forget about it.

The issue has more to do with how inventory is managed in instanced content. Dungeons, trials, raids, etc. all take place in separate 'instance servers' from the main world servers, and due to the spaghetti code, not everything about a character will be loaded into the instance to save on data space and bandwidth - this is why you can't access your Chocobo Saddlebag in dungeons, for example. When you leave an instance, whether in the middle of a dungeon run or at the very end, you take all your character data with you, including inventory. Keeping your roll active would require that instance to try to maintain a connection to your character after you've left it, so that if you got something it could be deposited into your inventory - and that might overwhelm the servers if a ton of people all did this at once (too many people accessing instance servers at the same time is why Raubahn EX happened back when Stormblood first launched, for example). They'd need to overhaul how they handle instances in game to allow rolls to be maintained after you left - and that might be a very large and/or unfeasible amount of work. It's a good idea, but I don't know if it's possible in the current iteration of the game.

There is no reason to change this. If you shorten the timer your punishing people with legitimate issues. Is it annoying, yes some times it is. But honestly if you leave you didn't want it as bad as they did. When they roll they get a random number just like you do its not like waiting improves your chances of winning, just less people to win against. For those people who are using the timer to not get kicked, talk to your
group and just wait the 5 min let the timer expire and then kick them. Your going to be happier in the long run and all it cost you was a few min.

I completely understand the frustration, but I don't think it's all that necessary. Especially since you can't prove that someone who hasn't rolled is doing so to improve odds for themselves.
As annoying as it is, I am petty enough to wait the 5 minutes.
I LIKE the fence. I get 2 groups to laugh at then.
I'm sure it's been said already, but if it's something you really want you'll wait. If it's not worth 5 minutes of your time then it's not worth worrying over at all, is it?

It's not just 5mins when you have multiple loot though. As I mentioned earlier, afkers can use this method to not get kicked for a whole alliance raid.
Use PF for maps? You have to wait 5mins for every single step of a map. 5mins to go into the portal. 5 mins wait for every invocation.

If you have time to waste in an MMO which is nothing more than a timesink, you can spend 5 minutes waiting on loot. It's really not the end of the world.
