I sometimes wait for other people to roll. I don't usually wait the full 5 minutes or whatever the timer is. As people roll, it removes that number from future rolls on that particular item - this works to both your advantage and disadvantage.
That being said, in a dungeon where a tank is actually hauling their butt and just chain pulls (I love these tanks BTW), I sometimes forget to roll. If I'm that tank, chances are, I forget to roll until it's around 20 seconds. I don't know why, I just forget loot is a thing when tanking (probably because more things to keep track of - CDs, gauging how good the DPS is or how well the healer is doing, their MP, my MP 'cause I DRK, my enmity levels, enemy casts and if I can throw Blackest Night on someone for free gauge... It's not being malicious, it's literally the least of my worries). Likewise for alliance raids - if people actually chain pull and not sitting around picking their teeth, I sometimes completely forget to roll. It's not the end of the world. Go and AFK - you don't get kicked for 10 minutes and loot will have been doled out.

Even at the end of the dungeon when there's nothing more to pull? I can understand forgetting to roll mid-dungeon and it has happened to me on occasion as well, and it doesn't prevent progress so it's harmless. If you do forget or are not interested in loot at the end of the dungeon though, why would you stay in? Leaving accomplishes the same as passing on loot and allows others to get it.
A few times in 4- and 8-player instances when someone is being obnoxious by not rolling I've checked the "casts their lot" messages against the party list to find out who it is and called them out by name in party chat. That usually gets them to roll as they realize the jig is up.

Yeah, it's annoying to wait around at the end when people just don't roll, but it is the time XIV has allotted for rolling. It would be nice if it were shorter; until then, just do what I said above: roll for loot and then AFK. Loot rolls take 5 minutes at most and you are not kicked from the instance until 10 minutes have elapsed.Even at the end of the dungeon when there's nothing more to pull? I'm impressed with how many people actually agree with this behavior.

This is apparent at the end of 24 man content and normal mode raids. But just take a bathroom break during that time. Problem solved.
While it is annoying, the timer is there to compensate for disconnects which I would prefer to have loot if I disconnect and come back.
I dont think that people agree with this behavior, they just see it as what it is: Not a huge deal.
Could the roll-timer be shortend to 3 minutes? Sure, that would still be enough for everyone to decide if they want to roll or not.
But calling this "griefing", which is a serious offense in the light of the ToS...? I wouldnt go that far.
To me this sounds like one of those classic cases of "Some minor thing happend to inconevenice me a little and now everyone has to pay!!!"
Can it be annoying if someone doesnt roll for loot? Sure. Specially if you let it get to you. But 5 minutes are not the end of the world, just /sit down, leave your desk, use the downtime to stretch a little, grab a fresh cup of coffee etc.
I dont agree with this behavior, but I also dont believe that we need rules and punishments and reports for every little annoyance that happens to someone in the game. The GMs are probably busy with more important stuff than someone not rolling on loot foa couple of minutes.
So the only thing I could see being helpful is a shortend loot-timer - and a cup of coffee while you wait for everyone to cast their roll.

More like those people, like me, don't care that people are making full use of the timer. Personally, 8 out of 10 times at the end of a dng/raid, i roll on everything then leave my desk to stretch/washroom/eat/drink so I'm not there to experience "the wait".
And for the two times that I'm at my desk, I tab out.
Healing DRK is literally... the same since ShB. The reason why people think it's a meme to heal nowadays because DRK receives very little to no buff to their sustainability vs 3 other tanks getting something useful. If you're capable of healing DRK back in ShB (or any tanks), then you'll heal EW DRK just fine.

We had a similar issue in a dungeon yesterday.
The healer said in the middle of the dungeon "sorry I have to go" and he left his PC and did not bother disconnecting or leaving the instance.
Because a chest was open we could not kick him out either.
So we had to wait for the loots timer to be over, to replace the healer and wait for a new replacement.
I am sure something else can be done game design-wise about the loot system.

Unless they say anything in chat to indicate so, you can't prove they're griefing, they may have just been disconnected or forced to afk for whatever reason.
The timer is there for a reason, waiting for it is no different to waiting for a queue or whatever.
If those few minutes are worth more to you than the loot, or vis versa, that's your choice.
