Remove Instance Time Out, Replace with Vote system

I was running an instance when I needed to take my dog out to the yard. I informed my party and all was well, when I got back I was kicked out of the instance and with a penalty of 30 minutes claiming I abandoned the instance.

I didn't abandon it at all, I informed my party and everything was okay. I came back to it.

My suggestion for this:
After ten minutes a VOTE happens in which party members may opt to vote a person out or keep them in the party in the event it was discussed earlier but if it is an actual lazy person than they can be voted out; at least the party members can have a chance to decide.
