For a period of approximately two weeks following the implementation of each new Data Center, all characters on affected Data Centers will be able to transfer Worlds at no cost.

This would make people assume that all characters means all characters.

Would be nice to have some clarification. It doesn't explicitly state either way, other than the all (which can just mean any chars not effected by the trial and such)
