It's not newbies who go in under-geared. It's the vets who are leveling up a side-job and can't be bothered to keep their gear maintained beyond lvl 50. They know better, but don't care, because there's no consequences to it.

Mostly true, but there are some new players that consistently forget to hit the 'recommended gear' button.

So fix that. Vote kick those people out immediately, and replace them with a better player.

OR make it so that such situations are impossible in the first place by adding min ilvl requirements.
