Need help with action bars changing in wolves den?

You cannot change between PvP or PvE bars when in the relevant areas, you can however set them up and they will be exactly as you left then. So setting up PvP hotbar in Wolves Den should save it and show whenever you are there or in other PvP content, and your PvE bars should be whatever you left then as when you return (to PvE areas). Just ensure your PvP actions are taken from the correct menu first and not were it usually would think to go.
