As you said the current sync system doesn't take 5 ilvl difference into account for weapons. Any weapon higher than i370 (when not diamond i375 weapons) will get synced down to i370.
I am unsure why you think it is only physical jobs that are affected, mage/healer weapons are -1 weapon damage too at i370.
No , relics sync down to 345 in UCoB and have the same weapon damage as genji weapons.
in UwU relics also sync down to 375 and will have the same stats as diamond weapons BUT because physical jobs savage weapons had the same weapon dmg as 370 weapons when sigma was released , relics sync down to that value which is obv a bug since casters relics have the same WD as diamond.
they did a fix for physical jobs diamond weapons after sigma was released to fix that
