Game action animations stop, music stops, but game plays normally

Having a weird problem.

FFXIV is sometimes, during fights, having all animations for actions freezing. I can move around (and it's random if walking animations happen or not), but all actions stop animating, both from myself and from party members. After about 5-10 seconds of this, the music will cut out, while all other sound effects are fine (walking, etc). I can rotate the camera and everything is smooth as butter... and then all the animations happen at once and catch up.

I did replace my system: Had an older system that died, then played on a PS4, all using the same network connection, but since putting in the new PC I'm having this problem.


For reference, the new system is a Ryzen 5 2600, (stock speed), 16gb DDR4 3000mhz, GTX 980 card, FFXIV installed to an SSD. However, this was also happening when the graphics card was a GTX 750ti.


After going through another Sirensong Grotto duty.. I'm convinced it's not lag. On 3 occasions, there was no animations coming from actions being used by me or my party; but damage was being registered, and when arriving at the second boss: Stack markers from the boss were still happening and I was able to move to and get hit by it, and the music crapped out when the boss died, there were 10 seconds of wait time... then BOOM, all the animations for the last 15 seconds happened at once and the chest showed up

If it was lag, my actions wouldn't be registering damage on the boss nor would my HP be going down, nor would the boss be dying during the lag spike, nor would I have been able to stack and take damage from a stack as normal.


So it's definitely not lag.
