I think he re-sells items if you got them during the original event - it probably checks against achievements to see what items are made available to you.
I've gone to that npc multiple times and I never see anything being sold, even for events I've done and items I've received in the past. Maybe there is some specific conditions that have to be met. Anyways, this is a new character, so none of that applies to me any more as I've deleted my previous character.
As an owner of several "exclusive" DLCs (all DLC minions save the Wind-up Cait Sith, Bahamut, and Dalamud, and owner of the Diamond Dust emote), I don't care if they were offered on the Mogstation at a later date - probably a year or two after their release with physical merchandise to grant that period of "exclusivity" (but it could be shorter and I wouldn't really care). They're digital goods for a video game; I don't tie any sort of prestige or exclusivity to them.

As a fellow owner of the same “exclusive” items, I would like to cancel out your vote to make them available with my own vote to keep them exclusive. I know multiple people who run in my social circles who play this game, and have personally witnessed the envy and astonishment in their voices when they comment on my legacy chocobo, or Wind-up Dalamud, or my complete Onion doublet set from 1.0. If these items were as easily available as talking to an NPC or buying it off the mog station, nobody would care about these things at all beyond the minimal effort to acquire them. (That last post was tongue-in-cheek, btw. It’d actually be kinda nice if they stopped releasing items with the nebulous threat of “Get these before they’re gone forever!” because then, like with this year’s Fanfest items, there’s absolutely no pressure to get them. If they want to adopt that system of timed exclusivity going forward, I have zero problem with it, but it does seem kinda deceptive to retroactively walk back that promise of exclusivity for old items.
If the Statue Emotes were promised to stay exclusive then they should stay as such. Same thing with the White Raven earrings.
The issue here is that we now have a prededent set by Yoshida and SE to not expect any of the promises to be upheld given the broken 1.0 promise with the White Ravens. Chances are further down the line they might bring them back to cash shop to correspond with their nature of being actual bought items.

I didnt even buy a statue and I dont want it in the Mog Station.
It would greatly be a slap in the face to those who bought the statues.
Don't understand why people don't want dyes in the Mog Station? They're just dyes...

As far as I'm concerned items should only be made available through in game content. However, SE should not go back their word. However, however, they should make clear their intentions.
