Are inactive accounts/characters priority over transfers?

Apparently the whole community cares about inactives or they wouldn't have cried so hard about the way YoshiP picked to merge the servers the first time.

To the people complaining: You've made your bed, so lay in it and stfu.

and now a ton of the community are crying out that the inactives are ruining it for their transfers, amazing how that works isnt it
