Are inactive accounts/characters priority over transfers?

The people who are inactive might have only been inactive 1 month, just to wait for 1.21 to resub.

Don't assume all inactive people are waiting on 2.0

problem is, every person you give a priority to who isnt playing can potentialy mess up someone who is playing

im sorry if you got friends who stopped playing, who may or may not be coming back, but to say they are more important then people playing and paying for the game now is rediculous
