    FFXIV Boot Error [11003][10009][10019]

    Hello, my friend and I have been trying to trouble shoot his FFXIV Boot Error for 3 months now. Sometime after patch 4.4 came out his FFXIV launcher stopped downloading properly. When he launches it, it opens a download bar that says:
    "Updating the FINAL FANTASY XIV: A Realm Reborn Updater/Launcher version.
    Downloading ffxivboot - 2019.1.18.000.001"
    With a loading bar that read "0.01MB/0.00MB" and flickers every few seconds.

    After a short time he gets an error pop-up that says:
    FFXIV Boot Error
    Unable to download patch files.
    [11003][10009][10019]

    We have tried every fix we could find on the forums, right down to registry editing. We also tried factory restoring his laptop and even installing FFXIV on his old desktop, but they continued to have the same error even when he tried different internet connections such as going to a friend's house or going to an internet cafe. He has tried the steam version as well (Normally uses the stand alone) and has the same issue, the only platform he has been able to play it on is PS4, but his mouse/keyboard don't work with the playstation version.

    His is using an ASUS ZenBook UX510UW and the specs are:
    Intel® Core™ i7 6600U 2.5GHz Processor
    16GB DDR4 @2133MHz
    NVIDIA GeForce GTX 960M w/4GB
    Hitachi 931GB HHD

    Good afternoon and thank you for posting on the Final Fantasy XIV Technical Support Forums.

    From what you're describing, it sounds like the connection is localized to the laptop your friend is using. You mentioned that they tried using their old desktop and it resulted in the same error, correct? Can you think of any similarities between the two that may cause this error between the two (the same anti-virus, Both have wireless connections, etc.)?

    Can I get some addition information regarding the issue you’re having?

    Please provide:

    - Type of connection (wired or wireless)
    - Other programs running while the game is playing (if any)
    - Frequency at which error occurs
    - Everything you have tried to resolve the issue

    Sure thing.

    We have tried both wired and wireless connections from several sources to rule out his internet and his router.
    For the Laptop/Desktop there are no similarities aside from them both being his, the desktop is 3-4 years old and he downloaded the installer from https://www.finalfantasyxiv.com/playersdownload/na/
    The error occurs every time he tries to launch FFXIV after it's finished installing from the initial installer.
    There are no specific programs running aside from default microsoft applications

    -Tried Port Forwarding
    -Tried Turning off firewalls
    -Tried using CCleaner to clean registry/Spybot & Windows Security to clean potential viruses
    -Tried Uninstalling and reinstalling after deleting all associated files such as the folder in 'my games' and 'appdata'
    -Tried replacing all of the program files with program files from working copy on my computer, which only succeeded in me getting locked out of my account and needing to change my password, lol.
    -Tried editing registry

    One day he logged out and when he went to log back in the following morning, it just wouldn't work anymore.

    *Edit: It turns out that his father thought that factory restoring the computers meant going in and resetting everything to defaults, not true factory restoration. After I went in and reset his computer properly and installed FFXIV before anything else it worked without an issue.
