I think you are right. The inactive accounts are bogging down servers maybe. I was under the impression though, that SE would only be taking into account, active accounts. This whole server merge would make zero sense to me, if they were worried about inactive players...

Inactive players was the very reason why the community pissed and moaned for this option.
