Why not use Ragnarok as a buffer?
People who want to transfer to a different server may select Ragnarok for a start, then as the other servers get less people, the ones on Ragnarok can change their destination again.

I agree with you. However, I also think SE should have spelled out the implications of changing plans for the majority of forum goers who have proven time and again that they don't understand the ramifications of anything until it's too late.

Because if the slots don't free up they'll be stuck on a server with no population and noone wants to take that risk.
