A: SE raise the cap some more (say 100?) to allow people to move some.
or
B:People are going to have to take a chance move to ridill/Ragnarok and hope people do the same til everyone is where they want to be(very unlikely and risky.)

Why would you be under that impression?
Almost the entire community threw a fit over their long lost buddies that will never be playing again. SE listened to that.
Right now you are looking at a merge where people who don't even play, may never play again, and possibly dont even care about the game...are effecting the people that do.

Not necessary. I thought people were bitching about the fact that they didn't have a choice and blah blah blah about how their current communities would be broken and impossible to move completely. I was pretty dismayed at the outcry I saw after the initial merger talk. Ah well, I guess we are mostly stuck to where we were. Great, lol.

Everyone had a choice to start with. It was the fact that inactive accounts would be distributed through all the new servers evenly. Thus splitting them up. The community raged because these people who don't support the game didn't have a choice in where they went mostly because these inactive accounts are apparently friends of players who still play. So the current community gets to stay with their inactive buddies that might never come back and loses overall choice for active players alike.Not necessary.
