That's because they delayed the change from end March to end April/early May due to a 'game-breaking bug', then never actually applied the change. In fact, after the update saying they would 'delay' the change, we haven't received any more information regarding it.
I see. I still boot my game through steam though out of habit. I wonder what kind of "game-breaking bug" that was. Either way I don't understand what's the idea behind that move, since I'm assuming nobody was having any issues with booting the game/login as is.
I also played ESO through Steam and never had any issues, but I've seen people that did on reddits and stuff. I think the reason why you need to have steam's servers up all the time for ESO is because the game has an in-game cash shop that requires steam overlay to make purchases though, so the comunication between the two hosts needs to be up at all times. Since XIV doesn't have anything that requires steam interaction to that extent, I don't think it'll be going to behave the same way. But I might be wrong, as I'm not really that well informed on how those things work.

Been using Steam for 11 years. Have over 700 games in my library. Never had any issues with it whatsoever.
I'll admit that I know little to nothing about Steam, but it sounds like Steam purchases licenses from SE under some type of business-to-business agreement with SE and "resells" them to you, the end-gamer, at a discount under their own umbrella? If that is the case, it seems to me your issue might be with Steam/Valve, not Square Enix. Since you paid Steam for the license and agreed to have that license managed through Steam, whatever software purchase agreement/contract you have is with them, not SE (which is different from the end-user agreement you agree to through logging in and playing the game). Therefore, any licensing issues - such as not being able to register a steam-free version of the game key on PC - would be a Steam issue to handle as your "licensing provider".
If any of the above is remotely accurate, I can pretty much tell you right now that what you are asking for is a pipe dream. Steam is never going to give up their FFXIV revenue stream without a considerable fight - a fight that I highly doubt SE will get into the ring on (assuming they even could depending on their B2B agreement). Square Enix isn't going to jeopardize what I am sure is 100s of thousands of licensing dollars from Steam (money I'm sure they get regardless of if Steam sells the license) for this kind of issue.
It won't matter for most games because you only need to connect to the Steam authentication servers once or only once every month or so. It's a completely different story when an MMO is forced to go through the Steam authentication servers to log into the game every single time. ESO did this and every time the Steam Authentication Servers go down(which is often) nobody who owns the Steam game can log in.
I hope SE would just let people migrate their steam FFXIV account to the Square-Enix (Mogstation one) someday with a small fee. A fee should be able to solve all of this.

How were Steam users logging into the game without logging into Steam first? And why aren't you logged into Steam all the time anyway? It just sits in the background doing nothing until you use it. It barely takes any memory.
