    It's cyclical order in what beats what. Rock > Paper > Scissors > Rock, etc.

    The order Rock Scissors Paper disrupts that flow.

    As far as the name goes, it's definitely Rock-Paper-Scissors to me (in Melbourne, Australia) but depending on the individual 'contest rules' you might chant "paper, scissors, rock" with your choice reveled on "rock". I suppose just because it works better with that single-syllable word as a signal.

    When you've only got three elements in the cycle, changing the order doesn't actually disrupt the flow, just reverses it.

    Rock < Paper < Scissors < Rock

    Rock > Scissors > Paper > Rock
