You are comparing a tool that records and parses your combat log to 3rd party software that completely plays the game for you, two entirely separate things. Using a parser/dps meter to measure your and your groups/raids performance is in no way, shape or form cheating. It's not controlling your character for you, it's simply just relaying back information to you in a easy to digest format so you can see how you are performing. The only reason it's technically against the ToS is to punish people who use it as a tool to abuse others, you reporting anyone who even mentions anything about it isn't going to do anything. The only way someone is going to get suspended/banned is if they are using it to grief others. So, no it's not cheating.
