They talked about it during one of the live letters leading up to 4.5. The original plan was for it to be Balthier, but they opted to use Fran instead because we're getting viera in ShB. We're almost certainly not done with Ivalice given how many loose plot threads were introduced during Orbonne and in the second Encyclopedia Eorzea, so we'll likely see others eventually.woo really?
i dont find this character very interesting, beside the 12 was one of the worst ff i did, and i stopped the serial at this moment, and i dont like at all her design, they did so better in the past, i like final fantasy 7 to 10, and if 14 is cool, i dont buy all those stuff about rabbit girl and cat girl, japanese are known for their strange tast in some field of their society.

I thought the world of ivalice is a part of XIV's now? since 1.0 art was through tactics/12
They're not carbon copies of tactics or 12 they were made to be their own thing and exist in their own section of 14's world.At first, I thought that too (just like with past raids) until I played the 4.5 storyline with the knowledge that where we would go in Shadowbringers is mentioned in the dialogue....
....and one of those places that was brought up just happens to be Dalmasca.
Outside the story, it's paying homage to a past game. Inside the story, the best way to think of it is another part of the realm.
Those and the primals, various weapons and armor, chocobos since two, moogles, Wol and Wods, Elemental crystals that are important to the story somehow. Let's also not forget putting teens or in their early 20s in charge of saving the world and other things like militaries or whole countries.
They've never said anywhere that we're going to Dalmasca for ShB. The Alliance and Doma agreed to lend their support if the princess Fran serves can unite the rebels under one banner, but until Ashe(or whoever's using her name, since she should be in her 50s at this point if she survived like in XII) can do so, they're out of the story. About the Hildibrand parts the stuff with the old people is the second half where people say it got better. That and it's where Cyr starts to just roll with the wackyness that is Hildibrand. Hildi's ability to make people believe his disguises is probably the best thing about each story and maybe the see you soon end parts.
