If you're speaking of the HW Hildibrand story it's sort of like that because SE wasn't going to do his story for HW but a lot of fans wanted it since it was teased that he was flying in that direction. Also the later part of the HW Hildibrand story gets better and Cyr gets better. If you want the story that has the other detective from the ARR storyline you'll have to go and to the Scholasticade. I want to say you have to talk to the npc in the left wing of the church. If not there then inside the left building at the top of the pillars.
The 24man is kind of a love letter to Tactics and XII without them being connected to 14.
At first, I thought that too (just like with past raids) until I played the 4.5 storyline with the knowledge that where we would go in Shadowbringers is mentioned in the dialogue....
....and one of those places that was brought up just happens to be Dalmasca.
Outside the story, it's paying homage to a past game. Inside the story, the best way to think of it is another part of the realm.

They've never said anywhere that we're going to Dalmasca for ShB. The Alliance and Doma agreed to lend their support if the princess Fran serves can unite the rebels under one banner, but until Ashe(or whoever's using her name, since she should be in her 50s at this point if she survived like in XII) can do so, they're out of the story. 1) It was said that the hint was in 4.5, and it was noted that Dalmasca was busy getting crushed by Garlemald.
2) Gunbreaker relic armor looks like the same resistance gear from Rabanastre in addition to having what seems to be a REALLY deliberate job name.
And 3)
Viera is a confirmed new race and Nu Mou is a confirmed new beast tribe for the expansion. If we're not going to Dalmasca proper in Shadowbringers, then it's going to be brought up A LOT.




The Final Fantasy series has a long history of names, places, and themes carrying over from game to game without actually being the same as previous versions. XIV's Cid isn't a chain-smoking lancer, or the head of a mercenary school, or a king turned into a bug for adultery, he just shares a name.

Those and the primals, various weapons and armor, chocobos since two, moogles, Wol and Wods, Elemental crystals that are important to the story somehow. Let's also not forget putting teens or in their early 20s in charge of saving the world and other things like militaries or whole countries.
