Some questions about World Transfer

I've been away from the game for a few years, a few things are a bit hazy to me from what I think I remember. I can't seem to find a direct answer at the moment so I'll ask here.

With the server shuffle and split in the near future, I'd like to transfer my character to Mateus, the alternative server for Role players since Balmung may be forever congested. My fear is that once the free transfer is happening, the server might become blocked.

My question, if you already have a character created on a server, are you allowed to transfer another character to the server, regardless of congested status? Should I preemptively park an alt on my desired server for the day the free transfers arrives? Or are all transfers blocked once a world becomes congested?

You cannot transfer characters to congested servers. That is much of the point of making a server congested.

Servers can be (and often are) temporarily locked for character creation. Prior to the introduction of the "Congested" status, Balmung was locked thusly nearly all the time but one could still transfer characters to Balmung - which people did, making it grow even more.

Balmung won't be forever congested. It has been unlocked and had the congested status removed a couple of times. Each time it was open for some weeks before it was declared congested again.

That is a very real possibility. Remember that the world visit system is also being put in place so you can hop between servers in the same grouping. I'm not sure how well that will work if everyone's trying to visit congested servers, but it should let people visit the more open ones as well. You'd also be more likely to run across an available housing plot on one of the smaller servers in that grouping.

Currently Midgardsormr is planned to be on a different data server, so as far as I can tell I wouldn't be able to visit. I guess I could join a smaller server but I'd maybe like to find a nice Free Company on a populated RP server. If all else fails I will take a realm in the same data center and do a paid transfer later.
