Game sets processor affinity to 2 cores out of 8

I just started playing on Wednesday, and I remember the performance being great the first day I played, but lately it's gotten a lot worse. I went from FPS in the 85-100 range to hardly ever getting above 50. I wasn't sure what the reason was at first, and tried lowering my graphics settings to compensate, but more recently I was digging around and noticed through task manager that the game was only setting it's affinity to 2 cores. If I force it through task manager to use all 8, then my FPS returns to that 85-100 range I had before, but every time I re-launch the game, it changes back to just 2 cores. I'm not sure why the launcher would be doing this or if there is a way to fix it so that it uses my hardware properly. My system information is as follows:

i7-3770k processor
16GB memory
GTX 1080 graphics card
ASrock z77 Extreme 4 motherboard
Windows 10 Professional

Actually, the game is already 64-bit if you're running it in DX11 mode; it's only 32-bit in DX9 mode (I think the launcher's still 32-bit, though). They're dropping support for DX9/32-bit OSes in Shadowbringers, not making the game 64-bit.

OP, are you running the game in DX11 mode? If it's in DX9 mode, that may be part of the reason, though I'm not 100% certain. It does seem a little weird, though; I have an i5-8600k in my system, and it's defaulted to using all six cores.

Ya, my lil ol 4690k is gettin smashed on all four cores, I'm on DX11 as well, same GPU as OP and I easily see 70-150 fps is most areas. Hunts n heavily populated areas is less ofc but that's server side stuff.

(edit) To add, that's at 1440 borderless windowed..max settings minus HBAO+ as I hate how it makes shadow halo's around stuff.

I appreciate the responses. I checked to make sure things hadn't gotten somehow changed to DX9, but no, I'm definitely running the game in DX11 mode. I even tried resetting the system settings from the launcher just to see if that would do anything, but the issue continues. I didn't mention before but I am running the game at 1440p, and usually exclusive full screen.

So, I looked into the concept of if I could use some kind of launch option command in Steam to make the game run on all cores, and learned that when one program launches another, it's affinity settings carry over. I ended up backtracking and finding that the FF14 launcher is also running on just cores 7 and 8, and so is steamcmd.exe. So I tried manually changing steamcmd.exe to run on all cores, and now FF14 does too, at least until I rebooted my computer. Now I don't even see steamcmd.exe under task manager, everything else related to Steam that is there is running on all cores, and the FF14 launcher still launches on just cores 7 and 8. I'm not sure if I have a Steam problem or what to do now.

Have you tried just running boot\ffxivboot.exe directly instead of launching via Steam and seeing if you have the same problem? If nothing else it'll let you narrow down if this is Steam's launcher doing this or not.

So, I tried running ffxivboot.exe manually as worldofneil suggested, and that worked, launcher and game ran with core affinity for all cores. So having pretty much narrowed it down to Steam, I decided to reinstall Steam. I didn't think about the fact that uninstalling steam would delete my default steam library on my SSD where FF14 was installed, so I had to redownload it, Anyway, the problem persists. When I ran the launcher for the first time, it had the proper core affinity settings, but after it finished downloading the entire game and I rebooted my PC, it's back to only running on cores 7 and 8. I don't recall any changes to my PC that may have caused this, besides perhaps a Steam update that I didn't notice. The current version of Steam before I reinstalled it said it was installed 3/5, well after this issue started. Recent driver and Windows updates were also after the issue appeared. To clarify, you didn't have any issues with the non-Steam launcher, correct? Only when launching through Steam does this issue occur?

Does this kind of thing happen in other games?

It sounds like this is tied directly to how Steam uses the launcher (the core affinity on one will affect the other). However, I'm not sure how Steam dictates this, nor could I replicate it.
