In Game chat not working

Steps:
1. When trying to talk to other players in game they cannot see what i type in certain types of chat.

I can see everything that i type but it does not show on their chat.

Chats that work:
Say, Shout, Duty Finder

Chats that do not work:
Party (outside of Duty finder), Tell, Free Company, Linkshell.

My Account was compromised several years ago and i am wondering if my inability to chat has something to do with that?

Steps:
1. Free company, Linkshell, party and Tell chat does not work, I can see messages from other players but they cannot see mine.
2. Say, Shout and duty finder chat does work and i can communicate as normal in those chat modes
