DRK's toolkit is complete nonsense until the late 60's, so you're not crazy in thinking that right now. Unfortunately it seems like this expansion they made a job at 70 and worked backward instead of building at 30 and moving forward, and it shows.

They changed a lot of crap in the transition to Stormblood from Heavensward to the point that vanilla Dark Knights like me had a much different leveling experience compared to those jumping in at Stormblood. Stormblood entry level players will never know how Dark Knight originally used to play and feel as.

HW leveling I feel was fine. You started out squishy but got stronger. Stormblood just feels clunky throughout the whole thing until the late 60's. Like 66. And how it's evident they based everything around TBN. TBN should have been the first skill learned in Stormblood and got into the Black Blood stuff later. But eh.
